FORMING AN EP CHAPTER

1. The procedure for forming a chapter is usually no different from starting an ordinary new student group.  Each college has a slightly different procedure and time table. Officially, a university usually requires an intended new student group to fill out a registration form within the first month of each semester.  The beginning of each semester is of course a good time to start a new chapter, as it gives you plenty of time.
2. However, in reality, most universities are flexible about deadlines (especially if you have concrete plans and proposals, such as forming a chapter of an existing or established community service group).  In our experience, it is possible to form a student group even in the second half of a semester.
3. A university usually allocates between US$150.00 to US$300.00 annual funding for each new group.  Some universities require a detailed budget to justify the funding allocation, and inexperienced students may find the exercise burdensome.  In our experience, it will be far quicker to form a student group if no funding or no additional funding (as the case may be) is being asked for.  The Founding Chapter of EP will, on request, and subject to certain reasonable conditions, provide the initial funding for a newly formed chapter.

For the time being, our sponsors will award the successful promoter (as may be recognised by our sponsors) of a Chapter (as may be recognised by the Founding Chapter of EP at Johns Hopkins University) with a free-ticket to an overseas trip which the founding EP at JHU may host.  This covers one round-trip ticke to the country in question, but does not include any inland travel costs, whether by inland flights, ferries, vehicles or any other forms of transportation, and doe not include lodging, food, and personal costs and expenses.  Our sponors reserve the right to make changes to the award.  Please check with us first, if you wish to know about details of the award for the time being in force, before you start a chapter.
5. You may experience difficulty in getting the minimum number of members or board members (usually between 5 to 7).  In that case, you just have to use your personal charm to get friends, classmates, to join so as to fulfill the minimum initial numbers.  Inviting your friends and classmates to browse through the EP website usually helps (http://home.pacific.net.hk/~ep2/ep/first.html).  Miraculously, once the chapter is formed, there will invariably be a sudden and substantial surge in the number of students wishing to join.
6. The name of a chapter should be "Educational Perspectives [….name of school/university (or its abbreviation….] Chapter" (e.g. Educational Perspectives U of T Chapter).  The uniformity of the names gives the EP family a sense of unity.
7. There are certain standard provisions to be included in the Constitution (such as mission).   We'll help you on that matter.  One such standard provision is the spreading of the EP initiative as an international movement, by promoting the formation of chapters elsewhere.
8. The speed with which you can form the chapter vary from a month to several months, depending on how active and persistent you are.
9. Every chapter is expected to hold at least one local activity per semester --- such as serving refugee kids or other underprivileged groups nearby.  If funding is required, a proposal has to be sent to the Founding Chapter at Johns Hopkins University for approval.  In the long run, each chapter shall strive to balance their books, by conducting funding activities and by requesting budget allocation from their respective universities.
10. The EP family is growing.  Together, we will be able to serve the community with a significant impact.  Don't hesitate, take the challenge and form a chapter at your school or university!
